To say that something is wrong or that you are annoyed about something.
Several customers have complained about the slow service.
何人かの顧客がサービスの遅さについて苦情を言っている。
"complain about/of B" (Bについて不平を言う)、 "complain to A" (Aに不平を言う) の形が基本です。
